That's because it's an old show and nobody reads the LN and a lot of Zig Forums hates the 2017 version. The threads shouldn't be frequent if all they consist of is "Kino is kino" posting and people shitting on the 2017 version without provocation.
I think the older one, has more soul with its bleak washed out aesthetic.
Dont forget the other 90% of "i want to lick kino" tier posts that I am sure are mostly all bu the same guy. Or at least it was, at first
It technically doesn't matter but you should go for the older one. It's has a very mono no aware aesthetic going for it, that the 2017 version doesn't have.
If you're curious about the scanlines, that's baked in and it's on every release.

Watch the 2003 series. The artstyle definitely looks like something from 2003, but it captures the feel of kino's journey much better and is pretty universally praised. most kino fans detest the 2017 adaptation.

No it doesn't. It captures the director's style better. The 2003 version doesn't really feel much like the LN at all and has issues with how it portray's Kino's character at times. It's still better than the 2017 version but it has a lot of problems as an adaptation.

it's honestly weird. there was more discussion and praise before the new series came out than there was during its run or after it ended.
To this day, I have no idea what is even the pre,use of that...but it honestly sounds like a satire...just like Gakuen Kino or Camping Kino (I guess)

well one is directed by the mastermind behind one of anime's greatest masterpieces during some of the most prosperous and creative years in the history of the medium and the other is directed by a nobody who does forgettable video game adaptations during a cesspool of isekai and idol bullshit. hard choice.
