In the sense that the series was going to get cancelled after the Minus arc, that's why Kumagawa is revealed so quickly, because they just wanted to end it, until they then started selling again thanks to this Chad.
So they scrapped the ending where he wins, and he's made to lose because then they need to milk him for all he's worth.
Medaka Box was a mistake, it should have been Kumagawa Time, but his character might not have had the same effect so they were fucked anyway.

It should have ended right here, it sorta dropped the ball afterwards since Kumagawa is unironically the only interesting character in the entire manga

In his arc yes, but after that I think a few characters got better as the series went on, with Zenkichi being the standout and the Main Character Arc being the second best part of the manga.

Because the first arcs were the reason it was about to get fucked, it was a horrible manga.
Then came the Minus, followed closely by the Zenkichi becoming MC arcs, where they happened to be the best (and the only good ones) parts that changed the landscape.
The anime tried really hard to to get to the Minus arc, because it's the only worthwhile shit, but they failed hard and it predictably tanked so bad.
