Except this time his motives are reasonable. Their world's way of handling heroism does not work. They straight-up deem anyone who commit crime as evil and villainous. Registered heroes do not fight for those who are downtrodden by the system because they work for the system.

This is also the reason why the Vigilantes spinoff is better than the main storyline. It exposes how absolutely flawed professional heroes are with their black and white morality, with a protagonist rising up and fighting against it.

Every aspiring hero should drop that registration, puppy farm process. Hopefully the students will realize that as the story moves forward.

Hori's art is actually pretty good at discouraging piracy. Since the action is so dense, and the artstyle relies on clean lines, the shitscans are almost unreadable.

Thats the beauty of this work. It makes you qustion every thing. Villains will always exist so long as people are people. Prior to the term 'villain' there were just people with quirks running amok and doing shit for their own personal gain, which is what made Heroes necessary in the first place. But then we have unfortunate people like Toga, Twice, Shiggy etc who are in need of psychiatric help, who are classified as villanous andoutcast immediately. Sure, you can argue that all villains are in need of psychiatric help, but look at toga for example; she was driven to villainy because who she was as a person was already looked down upon. Her blood quirk made her fascinated with blood and from an early age ostracized from normal people. Shiggys whole point is thats the system is flawed and wants to dismantle it all.
