Because who cares? Like literally why give a fuck? Kusoko is just a gag character who sometimes fights anyway. She fell for Misaka because she's the MC of her spinoff and that's it, you're never getting a deeper answer than that. The kicker here is that Misaka is in love with Touma and apparently physically attracted to Misaki, so she's never going to reciprocate to Kusoko anyway.
