Rebase is calculated from samples of the coin's value over the 24hr period following the last rebase. It then calculates a rate of inflation that would, in 10 equal steps, reduce the token value to $1 (assuming the token value stays constant during those 10 days, which of course it won').
We'll probably end up around $1.9 oracle tonight, which will require 10 roughly 10% rebases to get to $1, so assume between 9-11%

You really need to just read the website.
It attempts to increase or decrease the supply to maintain a $1 price peg. In order to keep it from over / under correcting it doesn't do that in one day, but rather the average it would take to do it over 10 days.
As far as if it's better to buy now or after it's entirely dependent on price action. In a supply / demand equilibrium it would make zero difference. If you bought 100 before rebase at $2 and it rebased 10% you would have 110 tokens at $1.81 (you'd have $200 before and after the rebase).

checked. just treat the MC like its the Price chart. Right now - its dipped and maybe recovering or maybe going lower - im not sure. but this might be a good time to buy unless you think the MC will go down.
I treat each 10mill like a $1. so right now AMPL is $5.60 it went high as $7.18
