Not a fightfag so here's some hottakes.
Marco can't deal damage from a distance since his flames don't deal any damage, meaning he has to get in close to land any attacks.
This suits Ulti just fine though since she's all about that close combat anyway.
Marco obviously has the benefit of speed on his side so he would be able to employ some great hit and run tactics, though Ulti has really good Observation Haki and uses it surprisingly cautiously, so she might be able to counteract this strategy somewhat.
Additionally, while we know Ancient Zoans boast some outrageous endurance and resilience, we don't know to what extent this applies to Mythical Zoans, only that Marco can regenerate with his harmless flames.
Furthermore birds are regarded for their light frame which grants them the ability to fly, as a result of their hollow, brittle bones, I see no reason why this would be different for a phoenix.
For this reason birds are immensely susceptible to impact and crush damage, which Ulti delivers in spades.
If she can land a Mortar on Marco he would most certainly be in a whole heap of trouble, as he isn't able to heal himself instantaneously, meaning she'd have time to grapple him before he can escape, tipping things greatly in her favor.
However the decisive factor of course is the combat experience of both fighters, which Marco will have far more of due to having more years in combat against a host of opponents atop a Yonko crew.
He would definitely be accustomed to competing with brawler types such as Ulti, which means he'd have a good idea as to how to exploit her range.
Ulti is something of a wild card so it's not out of the question for her to surprise him or catch him off-guard; she is something of a prodigy.
But honestly at an encounter of this level, which would absolutely result in a battle of attrition, I don't see how Marco couldn't talk it out and ally with her. If he can do it with Perospero, anything's possible.
