Of all series, Naruto is one that actually NEEDS some of its filler to justify shit. The Kakashi's mask episode along with being sincerely comedic is one that legitimately felt like everyone working together and fucking around as friends. Everyone carried Kishimoto to success and fame and it feels almost disgusting.
It wasn't before Sasuke was mindraped by Itachi.

Just building off of my comment here. It felt forced because they only had one major mission together to bond (and the exams but that mostly doesn't include Kakashi) until everyone was split up after Sasuke leaves Konoha.
No one on team 7 has deep personal relationships with each other that feel genuine. Naruto's obsession with Sasuke is too much for how little time they spent together. I don't even need to elaborate on Sakura and Sasuke. Naruto and Sakura could have had a decent friendship but their fixation on Sasuke never lets it go anywhere.
Kakashi was a PTSD and depression riddled man who should never have been put in charge of kids. He obviously was still fixated on his old team while his new one was just a copy-paste of them. He only ever taught Sasuke anything in part 1. He didn't pay much attention to Naruto at all until part 2 with the clones bit. And he did jack shit with Sakura. And while being a nice throwback to the first few chapters he doesn't even admit he likes them until they defeat Kaguya.
A combination of the team being mostly separated from each other in part 2 and underdeveloped interactions in part 1 makes their big reunion during the war arc fall flat. Every single one of them have better and more meaningful relationships outside of team 7. Naruto with Gaara and Jiraiya. Sasuke with Itachi and even team Taka even though they're irrelevant. Sakura with Chiyo and Tsunade. Kakashi with Obito, Guy, and Yamato. I could go on.

A. Because B. Because Kishimoto rushed the plot of Part 1. Look how long part 2 is compared to 1. Now let's say Kishimoto extended part one to be as long as 2 with arcs focused on forging the bonds between Naruto, Sauske, and Sakura. They'd probably be a lot better.
Instead we went from 'You're a team now' to Land of Waves, to Chuunin, to Search for Tsunade (which the two had next to zero involvement) and then Search for Sauske to sever the bonds that were given to us.
It wasn't given time to develop. Throughout the series Sasuke and Naruto are constantly being separated by the story. That mixed with their initial animocity for each other makes for this really weird turn where suddenly naruto considers sasuke his best friend. I mean outside of the first 2 arcs we hardly really see them interact with each other.Sasuke is either away training or unconscious or naruto is away training or something. Because of that their character interactions never grow past "Ah sasuke, you asshole" and "Ah Naruto you loser"
In Sakura's case it feels like she's just sorta there. While early on the series sorta pushed this trio dynamic she quickly becomes outclassed, outpaced and basically irrelevant amongst them. And any amount of character development she did have just sorta gets pushed aside for her crush on sasuke. Despite the fact that her and naruto probably spend the MOST time together they still feel feel a bit shallow. There's moments in part 2 where I can reasonably believe that Sakura is more of Naruto's friend than Sasuke ever was. But then those moments are quickly pushed aside for shit like the fake confession or having them separate for like 50 chapters so sakura can help heal faceless nobodies in the years long war arc. It's weird to say but Naruto probably would be significantly better if they had let them stay kids longer.
What's the power level tier list for naruto? This is my first time watching and right now I'm at the part where the hokages have just been rez'd. To me it looks like

And everyone else is an irrelevant jobber. Maybe 4th hokage makes the list too, or itachi because they just love sucking him off. But no one else seems to be in the same league.

They portrayed time progression terribly like in all manga. I'm sure team 7 went on a ton of missions we never got to see, and thats where Naruto solidified his bond with Sasuke. Life or death situations and someone practically sacrificing their life for yours will do that to ya.
