Just looked through wiki and that isn't true, Law's hair is all over the place. The clearest look you have at it is volume #69, and it's definitely black, for all the others he wears his hat and you generally have frontal look, so it may not always be obvious what color it is supposed to be. On the #70, it looks somewhat lighter, but definitely still darker than #97 and has the same color as his goatee, then on #73 it looks similar to #97 indeed, on #76 is dark again, just like #78. There are some colored chapter covers when he appears, but there's no consistency there either (#717 and #985 is clearly blue, #945 is brownnish-grey, #951 is black).
