Link could be considered a money but it's not really a currency in the sense that we exchange it for goods and services (well maybe for incompletion of a service). In any case you should define your everyday monetary vocabulary so that you understand the different streams of thought when approaching new topics. Arbitrum only semi-solves scaling, though. It removes computationally intensive process from the blockchain, but it still needs to be finally settled on an L1, and there is no current L1 that could handle settlement of global trade volume, even with Arbitrum.
L1 still needs to be fixed for the whole thing to work at world-changing scale.
