I don't even follow OP but that page is exceptionally awful.
Going from the bottom right to the big panel is such jarring negative flow. Smoke and SFX cover half the action. Bottom of the middle page says "Chapter end" but it continues anyway for a few more panels just so Franky can have a cool one liner in the tiniest panel possible???

I'm convinced that the people making these threads just hardly ever read manga if they get confused by the paneling. I can agree with OP's panels being too crowded but while OP uses some strange paneling that you don't see often it isn't hard to figure out the order of the panels. If anything it's too restricted and more like an American comic with lots of small panels.
I don't think anyone was complaining that they didn't know in which order to read. It's just bad and uninteresting paneling.

when you see the page for the first time, you are immediately drawn to the middle panel, which is bad considering it comes after the right part. It's supposed to ease the tension build up in it, but that falls completely flat.
Half the panel could be removed and nothing would have been lost, I really don't gt Oda obsession with showing fodder react

Not if you actually know how to read manga. There are tons of times where the largest panel on the page is not the first one to be read. In a lot of different manga. And that doesn't mean that "you are immediately drawn" to it because you should know the reading order for panels in a manga.
Also that page only has one fodder reacting panel in it.
