This chapter is the worst thing that has come out of Railgun manga.
I get that the appareance she obtained is basically a way to tell us "hey this right here is a power up" in the same way that Misaka was changing during the forced shift experiment but the execution was terrible. What Uiharu did here is nothing short of Accelerator pulling his wings (she wasn't even touching the computer infront of her), the problem is that she doesn't have an outstanding PR considering she's a level 1. How can she even be able to calculate what she needs to do by just redirecting the AIM fields?
The shoehorned flashback, Kimi getting her mutation solved instantly and basically going against the main theme of Uiharu's character to force a deus ex event is what settles this as a bad conclusion to the arc
