The schism in personalities wasn't a flat equal distribution from the very beginning. Diavolo eventually grew strong enough to take cruise control of Doppio who essentially froze and remained 17.

The real answer is that everything in part 5 is fabricated entirely on the fly(more than the usual), Araki actually had no idea what to do with the boss, Doppio is just last minute attempt to make him seem more interesting, it's all random inconsequential shit so don't think too much about it because nothing makes sense when you start connecting the dots.
