She literally from court jester to being the first character that figures Akio and Anthy's sham out, and, proportionately speaking, she went through a bigger maturation compared to the rest of our cast. This is why Nanami is based.

That, and he was also the first one to walk out of the duels and acknowledge how pointless they are (that is, until he got mentally manipped by the almighty Akio Car). Also, while Saionji was struggling with getting inside Touga's head at first, he later on completely sees through him when the latter comes back, showing his maturation. Saionji is just pretty underrated overall, I love this seaweed.

In the end, the biggest quitter is Juri, the only characters that lost twice because of her own action and not Utena’s (very representative of her character too)
Yeah, Juri always manages to shoot herself in the foot somehow, it's pretty sad. Speaking of which, I've always had one pet peeve with her character arc, that is: why is she so obsessed with Shiori in the first place? For all the characters, we always see flashbacks for how they developed their crushes, but not Juri's. "They were friends" is not good enough to explain why she keeps a photo of her in a locket, very intimate. Especially since we've never seen Shiori treat her with any sort of kindness, not even in flashbacks, so what gives? She has like zero redeeming qualities, pretty much Akio-tier in that regard.

I think she did change a little bit. In the last episode, she joins the fencing club and apparently wants to have an actual friendship with Juri. Shiori is one of the hardest characters to defend. She is a total fucking bitch, quite frankly. She might be in love with Juri (and doesn’t know how to handle her emotions) or just in love with hurting her or just in love with getting attention. I rewatched episode 17 2 days ago and she literally says in the elevator scene that she loves hurting Juri.

I think she wanted to talk with her because of regret (the elevator scene and when she watches Juri practice) but then got bitter because Juri just rejects her. Imagine how fucked up her vision of the world got just by realizing her friend is in love with her... and because of that, she turned back to her childhood self.

I think she was actually heartbroken, she took advantage of the moment with the sword (partly because of being in love with Ruka, partly to get attention from everyone in high school and making Juri jealous) but after the duel, she almost started crying when no one was near. She also hid in her room and was visibly upset (picture)

By the way, we can’t truly believe Juri’s flashback. Her perception of Shiori and her very toxic obsession with her probably influenced her memories of her.
