All they had to do was cap the jutsu level to the kage fight with oro and the hokage's at the end of the chunnin exam. That should have been the top one percent of power level of the ninja world, and if everyone was below that, tools would have been practical and on par of ninja jutsu. They should have made sakura a tool user, it would have ironically made her more of a ninja than naruto or sasuke.

The Third Hokage was at a low point in his life and career. Yeah, if Kishimoto would let a character get stabbed outside of special moments, maybe that'd work. However, Tenten kinda shows us exactly how that turns out.
Also, why do they consider her a weapons expert when, 90% of the time, she just summons a bunch of weapons from her scrolls to launch at someone? Does she ever demonstrate proficiency with them?

Back when jutsus were used more scarcely, it was a lot better. They were like powered-up tools in a sense. Powered-up because they allowed to do things regular tools couldn't, not because they could destroy mountains

And I think many would agree it was still cool. But perhaps it should be reserved to a few key characters. Back when Jiraiya sent a giant fireball at Orochimaru, it was cool and it made sense. He had summoned a giant toad who spit a massive amount of oil. But past a certain point, after so many escalations, you got a dozen characters who are DBZ-tier. It must be difficult for a shonen writer to tame this escalation, honestly.
Makes me wonder, Guns were shown in Part 1 but they never were used. Pain had rockets and missiles and there was a guy in a filler who had a grenade launcher.

I'm pretty sure that's the main difficulty for a Shonen Jump mangaka. Naruto seemed to really lose its ideas fairly early, but was able to march on, unlike Bleach, which got totaled by filler and power leap.

They were both weapons and everyday tools Ninjas posed as farmers and were actual farmers most of the time AKA outside of formal missions. So when the ninja went for the kill and did what ninjas do, they used their everyday tools as to lessen suspicion and also have no need to hide their blades. There are plenty of youtube videos with actual real life ninjas explaining this shit, pretty cool.

From my understanding real life ninja were assassins, which meant that a lot of the time the actual weapons they used where tools or similar that could be easy disguised as something else. Like, they were much more likely to kill someone with a hammer taken from a blacksmith workshop than with a katana. A knife that is commonly used as gardening tool seem a perfect tool for that.
