Because she has no canon in order to allow producers to make her into whatever they want. Even the new game that is releasing that is more story focused has tons of different Mikus with different personalities to avoid this issue.
And until recently Miku had no way to properly talk in an anime, having only a singing voicebank. And she is also more of a pop star singer than an anime character at his point, which is why they focus on worldwide concerts.

Couldn't they just get the person they sampled her voice from to voice her? She does do voice acting work after all.
People forgot that Shaft actually produced another anime besides KagePro in that same season and added with their horrendous scheduling management we got that fucking abomination.
Mekaku City Actors was pretty heavily inspired by Vocaloid, even though the story's kinda lame.
Saki Fujita can copy Miku fairly well, and she is used in Project Diva commercials, but it's still very noticiable not Miku (probably the same for the others). And it wouldn't be good marketing to have a Vocaloid anime without the Vocaloids (or just in singing parts like Mekakucity Actors).
That said other Vocaloid companies don't care as much about the canon aspects and they have talk voicebanks, for example IA and Aria even have a radio. And Miku isn't a Vocaloid anymore.

The real reason why a vocaloid anime will never get made is simply because none of the synthesizers are really vocaloid anymore. Crypton has a bigger chance than most companies, especially since some of the most popular characters introduced through vocaloid are theirs, but most others either moved to a new platform or stopped updating them altogether with Yamaha. Plus the copyright nightmare that comes with playing multiple producers' songs. That and all of them have barebones personalities, so having an anime gives them canon that longtime fans will just bitch about.
Vocaloid is a voice synth engine created by Yamaha, but the companies that own the characters and record the voices were pretty unsatisfied with it's policies and visions (for example they can't update the voicebank after release), so they all decided to abandon it before Vocaloid 5 release.
Miku's company then started working on creating their own competing engine from scratch, which is releasing in november under the name of Hatsune Miku NT (NewType).
Miku and the crypton vocaloids ceased further updates on the vocaloid platform and are now fully piapro synthesizers. Their latest updates are on that platform now.
If we're really counting, many of the more popular vocaloids are moving away from vocaloid now. IA is more Cevio, flower and una have talk banks from their own companies rather than yamaha, and gumi is hanging by a thread. Plus yukari is more of a voiceroid anyways.

I don't think so. Most fans seem to be happy with the way they were portrayed in Hatsune Mix. (Flexible personalities with little dialogue.)

I could probably understand Yamaha's reasoning for this, depending on what it is, but good on them for constantly wanting to improve the service/engine/voice
