in order to be morally anything they have to have stakes on the line and risks they need to take.

At this point morally gray characters are more boring and predictable. It's nice to have characters like Deku around again.

Who can relate to that? Characters need some moral greyness to them, like Guts, Luffy, Light.
morally grey are good If they are really morally grey, like people always says that luffy is selfish, self-centered and basically only do what he wants to do, and what luffy likes to do? being a good guy, help people and beat bad guys.
morality is fake reverse satan. anyway it doesn't really have to do with a character being super moralistic it's more so that the character is uninteresting. like this isn't talking about midoriya because his personality isn't moralfag it's "uwahhh Kachan!" but anyway if a character is incredibly moralistic how does that affect them and the things around them? why are they incredibly moral how do they react when their morals are tested? when your character is just super moral and doesn't have any hardships you have some of the more boring early tezuka or disney stuff.
It's more because of the situations they are put in to preserve their moral purity. In order to maintain their character with an absolute sense of justice who always works within the law, for instance, the entire system around them has to work flawlessly.
So the character isn't necessarily boring because of it - they can have any number of traits and nuance that can make them interesting beyond this actually - it's because of what a bad author will do to the story and world around them as a result of wanting them to be this way.
Why though? Deku isn't any less predictable and he has a boring personality. I'm not someone who thinks one is necessarily better than the other but Deku isn't a good way of proving your point.

Anyways, to answer your question: they tend to be simple characters that appeal mainly to children. Moral perfection doesn't actually exist, so these type of characters often represent escapism for adults, an unattainable ideal that they cherish for its childish simplicity. However: people with a more bleak outlook in life are often incapable of relating to this ideal, which leaves them unable to relate to the character itself and can even result in them finding the characters outright jarring. Also, it's easy to dismiss them as boring due to their simplicity and inherent lack of variety. All in all, they're pretty easy to dislike.
Also also, edgy cunts like to shit on them in order to feel more mature (since they do represent childish ideals, as I said)

No, he likes going on adventures & making friends. He only helps out people that he likes and has made friends with, I don't think you understand his character at all.

Luffy's story has been going on for so long that, like Superman, anyone can find instances that justify calling him absolutely any moral alignment. He's no longer a useful barometer for anything.

Because the world literally bends over backwards to keep his morality from being challenged. Every time a villain has a sympathetic backstory, he never actually learns about it. That way, he never actually has to make the decision to stop punching them and find a way to help them without resorting to crime. He'll never be the kind of guy to help bring people like Twice and Gentle from the gutters they're trapped in, he just punches them when they get too uppity for their societal position.

The problem with Deku isn't that he's Moral it's that he's uninteresting. Superman is meant to serve as inspiration. He acts as the best in humanity because it's something he can never fully be. He stands for ideals. For something greater. Something that makes us inspired to be better.
I don't want to be Deku, I want to be Gentle. We even share the same birthday and are around the same age. Now where's my shortstack gf, goddamnit.
