Her only problem is being dumb as a rock when it comes to other’s feelings, it took the girl 39 episodes to understand someone she was living with and the actions of other characters (Nanami, Saionji, Miki, Juri, Keiko, Mikage and even the characters from the shadow girl plays in the Black Rose arc) were incomprehensible to her even though all of them are kind of clear. The scene where Nanami is laying in bed with Utena and she almost says “Well you know just get over it lol” was really ridiculous. My queen Nanami really was misunderstood by every character around her.

Penguindrum was really messy even though it came out well, mostly because of unnecessary subplots that don’t go anywhere. The two that came later were even worse. In her defense tho, she at least understood that Anthy didn't like being the Rose Bride, even after the latter gave her the cold shoulder when Touga took her. The reason why Utena wasn't able to figure out others well, up until the last arc, was because she had yet figure her own self out. She was the most child-like out of all the cast.
