In some countries a layer is ( or isn't) removed from the egg during processing. The risk of disease in countries like japan is marginal.

Japan is a small country, an island too. They eat a lot of raw egg, farms are regulated and monitored well. The egg making process there means raw egg isn't as risky as other countries where bacteria flourish.
That's just the egg whites, which you should cook. Yolks are more nutritious raw.
Those bacteria live on the outside shell, but the inside is pure chicken (or whatever thing it came from).
Wash the shell = perfectly safe.
Crack the shell and don't mix it with food = mostly safe. A healthy immune system goes a long way to maintaining overall health.
Not hot enough to kill salmonella or E. Coli, so don't use dirty eggs.

In the US, salmonella mutated to being able to penetrate the egg shell. In japan, they still can't. At least that was what I remember reading a few years back
I once tried raw egg mix with hot rice. It did not cook the egg. I threw it out and just ate the leftover rice.
Salmonella is located on the shell, not in the egg. As long as you wash the egg before you crack it, it's completely safe.
