What is LINKies take on the chicken/egg problem for solutions like DECO? What I mean is, what is the likelihood that Zhang, Juels et al independently foresaw the need for TLS accessible data, and on the other hand what are the odds they only started on DECO after an outside party said "We need a TLS solution can you make one for us"?
The latter seems more likely to me, it's a pretty specific problem to fixate on without some pushing from the outside.
