They didn't decide to give him 15 minutes, 15 minutes was all they could give him. They had no time and no budget to work on this by the time ep 24 happened. It was actually planned to introduce Kaworu around ep 11/16 but they changed so many things while on production they didn't do it in the end.

Really? You mean having no impact at all? Try to remove Kaworu from Sadamoto's story and you'll realize that nothing changes. Sadamoto's Kaworu isn't even Kaworu, it's a totally different character and not even an original one because what happens with him is a watered down version of Rei's arc and nothing more.

They just wanted to make Adam and Lilith fuse in EoE and they already had Rei as Lilith, so Kaworu as Adam made sense since he's an artificial human too. Besides with all the time problems they had it wouldn't be farfetched to think they had this idea of making Kaworu Adam but couldn't elaborate on it properly so they didn't even try to add it.
