It was rather simple. The masters at Toei were able to subtly sculpt a magnificent piece of art out of a character that at first appeared dull and lifeless. Jiren was designed as the perfect blockade against goku. They contrast perfectly yet both desire the same, to achieve that which lies beyond strength. Goku had learned to see the good in people but Jiren had yet to learn this so it was more like watching an intellectual debate than an actual battle. Jiren's powerful rebuttals against Goku's incredible points. This all culminates in Goku finally proving Jiren's mindset wrong in that he needed trust for others. However at that point, Jiren was alone in the tournament and couldn't win as he was defeated by Universe 7's strongest warriors working together. Jiren learned the value of trust. That was the point of the tournament of power. To teach a man who had no trust for others why he needs to trust others. The ToP is Jiren's story. Not Goku's. Not Vegeta's. Nobody else's.
