The next arch should focus on the Villain Factory from Vigilantes. They would pose as new company who is offering the chance to allow people to be implanted with artificial quirks or have their existing quirks augmented. They already have a small presence in other countries where their methods have been well received. They however receive push back from the Japanese Government. This is however met with it's own push back from the people, survivors of Machia's attack, who feel that Heroes are no longer a good enough defense against villains. Believing that if people were able to change their quirk to whatever they want, they could then defend themselves from significant threats when the Heroes are not there to save them. The Villain Factory uses this to their advantage, as their real goal is to use their procedure to obtain an army of civilians (something heroes won't fight) and take over Japan for the sake of AFO.

These moments where Hori just hamfists in a line that was said to Deku, but instead applies it to Shiggy are not real parallel. Especially when in comparison to Number 6 who's whole character is in his warped mind he will do anything to be like his idol, much like how Deku wanted to be like All Might.
