A character who the Sybil System has deemed LITERALLY, SCIENTIFICALLY INCAPABLE OF COMMITTING A CRIME can't blow a supposedly "innocent" (according to the Sibyl System) man's head off. Wow what a plot hole. How could someone with no violent tendencies whatsoever, who is shown throughout the series to be a dedicated pacifist, possibly not murder a person who she JUST learned has no crime coefficient?
The whole point of the scene was to shatter Tsunemori's trust in the Sybil System, demonstrating that it's even POSSIBLE for someone with no crime coefficient to commit murder, which she never would have conceived of previously, and didn't until the blade went across Yuki's throat. Also to introduce/confirm who the serial killer actually was (with the added twist that he was immune to Sybil's judgment all along). I'm not saying the show is perfect, but this is an absolute brainlet take. Also learn to spoiler faggot.

Did you even watch all the way through? Sibyl is a gestalt consciousness. It decides who is a criminal or not, depending on how "not in line" they are with its combined moral principles. If it DECIDES to give someone a deadly crime coefficient, it's basically saying "this person is an animal of no worth to society" and has the dominator kill them as a way of taking out the trash. If you pay VERY close attention, you just might be able to ascertain that the setting is juuuust a little bit dystopian.
