Bakugo wanted Deku to go check on their teacher because their teacher was hurt. Deku failed to prevent Shigaraki from throwing two bullets. At least Bakugo was able to destroy one of the bullets. If both had hit Aizawa he would be through.

He didn't have time to freeze. Deku instinctively saved everyone before they had the chance to react. It was a preventative move. Different to how Bakugo had to save Deku from Nine because Deku got distracted.
