The main reason not to adapt volume 4 in the first season would be to use it in a second. It's certainly possible they planned it as a split cours series and announce the second season with the last episode/next magazine issue.

You don't need to be popular to get planned as a split cours.
It's not going to be popular without the goblin arc. They should have skipped Spartakus and use the goblins as a finale.

Also the goblin arc to me is just uncomfortable since it involves fucking a family member multiple times, but hey, incest is kinda popular in Japan.

You have a two/four cours season but you take one/two cours break in between.
In this case we'd get the first half in Summer 2020 and the second in Winter 2021.
Both halves are planned right from the beginning as opposed to producing a second season after the first turns out a success.

To me Peter isn't popular enough for a second part. Unless in the manga something changes I don't know if the same joke of "oh no I have sex with a babe and now she's blackmailing oh no my penis!" can work for another season.
