In manga? Few in my experience, which is part of why I mostly only read manga in Japanese nowadays.
Anime has more good groups, but even if the subs are bad you can still hear the dialogue, or just turn the subs off.

No. People don't care about translation quality. Your only chance at making a group like that would be to license and simulpub so the third-worlders wouldn't be able to shit out their garbage before you. This is why you see a trend of scanlators no longer releasing their raws before their translations, because third-worlders shit out bad machine translations and take all the views and degrade the experience for those who don't know better.
