Rei's not going to be a love interest after the reveal of her origins. They made the connection between her and Yui way more explicit this time and there's no coming back from that.
The characters being a little flatter is a blanket issue with the Rebuilds, but Anno made Asuka ageless, made her the focus of the Unit-03 incident, and has probably given her some kind of Angel powers so she's still getting a lot of shill from him.

It's pretty because Rebuild started well with the two first movies and announced a very interesting preview at the end of the second movie.
third movie really ruined everything despite of having some kino stuff like apocalyptic backgrounds when Shinji goes to NERV. they just completely failed the "good guys".
