Most ninja aren't as strong as those two, the manga just focused on the top 0.0000001% of ninja who could blow up mountains and shit.

There's a huge disparity between a lot of the early fights. Many Jounin and Chuunin level ninja get done in by basic kunai and shuriken. Simultaneously the kids survive huge ordeals that make it seem like by the time of the Chuunin exam they're better than many of the Jounin. It makes no fucking sense.

Like just think about Kiba. How in the fuck wasn't he the top genin when they graduated? Or Shino? They're both way ahead of Sasuke before Kakashi trains him and teaches him Chidori.

Early on there's a lot of low power fights but these veterans are still portrayed being maybe not as strong as Kakashi but still plenty strong as Jounin. And they get killed instantly.

Well that's somewhat like I was thinking. More of the early clever ninja tricks and less MEGA SUPER HYPER RASENGAN. The series starts going to shit once Naruto learns Rasengan because thats the only move he uses after. Before it Naruto actually was one of the more interesting fighters even if his fights usually boiled down to being OP due to Kyuubi.

Compare the fight between the third Hokage and Orochimaru to later big fights in the series. The former is fucking awesome even when the power level is really high. They fight with a huge variety of jutsu and cleverness. Later fights turn into Dragonball-tier silliness.

kishimoto probably couldn't rack his brain to find original ways for naruto to fight, i get it must be tough to not have a go-to like most characters.

Fights in naruto really peaked with hiruzen vs orochimaru, kakashi/guy vs itachi/kisame and the sannin 3-way.
From there onwards it mostly became DBZ and magic bullshit no jutsu.

No...A Sasuke fresh out of the academy was already performing a C ranked jutsus (that shocked Kakashi) while trading blows with infamous chunin (Haku, and the demon brothers).
Kiba meanwhile got stomped by Naruto BEFORE he got good at taijutsu while his chakra was sealed.
Shino? He's definitely talented but his fighting style is based around stalling which means he would lose to Sasuke 9 times out of ten.
Sasuke was only beaten down by LEE in the chunin exams pertraining, you know the guy who moved as fast as a fucking jonin

Because power levels are actually a really bad concept and actual strength concepts are something that should be thought about in terms of applicability.

He was promoted to Jonin at the end of the anime but was forced to take multiple exams simultaneously to become Hokage. Genin was his last legit rank though.

Early Naruto had atrocious taijutsu which he compensated for by using raw numbers

Powerlevels are good if you properly define the ceiling and stay within the bounds or the expasion of the cap is logarithmic at best, eg pre O MY SEVEN QUIRKS BnHA; or BC where Julius Novachrono lost not because he was weaker but because he had to protect someone else.

He had Naruto on the ropes for the entire fight. Naruto just used one-punch plot power to finish Kiba. Also, Kiba's a recon specialist. He did pretty well.

Uh, no. He doesn't necessarily stall, and you're talking specifically about a cage match setting. Shino's powers are the best-suited for a ninja, and he's the one most capable of pulling off assassinations or tracking targets. Sasuke would be downed in the middle of nowhere, and not even know who/what killed him.
