I posted Chrollo from HXH because, as aimless and meandery as the story is, he is a cool villain and the good guys beating him will feel like a real accomplishment, if it ever happens
Some will say that a villain requires a complex motivation. Some will say that a villain should be viewed as the hero of their own story. These people are massive assholes. A villain does not need to be complicated because people are not complicated. A villain does not need to be the hero of their story because that's fucking stupid. What a villain needs is presence. A villain just needs to show up to make everyone suddenly shit themselves. A villain is a wall for the hero to overcome and a threat to be dealt with. A villain can simply be the most basic incarnation of pure evil so long as they have the charisma to make every moment on screen exciting.

This unironically. Even the most trash generic villains can seem cool if you just let them kill a side character or something. The worst (One Piece) is building up villains for hundreds of chapters and dedicating a ton of screentime towards setting up some big plan to topple them. It's a slog to sit through because we, the reader, all know that nobody is going to die and every hero, side characters included, will get away unscathed.
This is why Toguro is the best shounen villain
Maybe I've just gotten older and less patient but I'm really tired of people who try to make up some stories or excuses for their villains. A bit of a back story is fine and all but it should only ever serve as an explanation and explanations aren't excuses. But it seems like you always get some faggy ass shit were "OH MR BAD GUY IT'S OKAY YOU KILLED A BILLION PEOPLE! YOU HAD A SAD DAY!"

There's no one size fits all formula. You can make a good villain with cool factor and charisma alone. You can make a good villain by having them be a very difficult challenge to overcome that forces other characters to grow. You can make a good villain by making them a complex character with interesting development. You can make a good villain by using them to make an interesting statement about the themes of the work or other characters. The list goes on.
At the end of the day its execution.
