Unironically, Hawks is the key. Every volume where he's on the cover makes a huge step in sales compared to the previous. Volume 27 just confirmed the trend that volume 21 established, and the episodes ratings are the icing on the cake of this hypothesis. More Hawks, less students

It peaked and now it's in a state where it feels too long to pick up for newbies while whatever fraction of old fans drop it for various reasons, most not related to quality. Like a much less intense version of One Pieceitis.
On the bright side it takes dozens and dozens of volumes for a battle shonen's established fanbase to drop to half its peak (look at late Bleach) and WSJ would be happy for half-peak MHA to run forever considering their current lineup.
