What makes him so good?
I don't read MHA so no clue what the context is but the line with him asking for the date is really funny out of context, being surrounded by the other panels.
he's actually really poorly written, but his fans basically self insert their own headcanon about his development and motivation and end up thinking he's perfect. Whenever you read their praise of shigaraki it's hilarious how much of it is totally false or outright wrong compared to what actually happened in the series.
He's asking for the date because his regeneration isn't working right. He realized he was probably woken up too soon.

It's because hori can't write so he has to put all of his eggs in one basket, doing something like HxH or JJK where you have multiple villains with overaching goals interact with each other throughout one arc is too much for him, gotta copy MCU capeshit format and focus on muh big baddie at the expense of the whole cast.
Anime only that dropped the show when the only fight I cared about seeing in season 3 was a slideshow, quick rundown on why he is apparently villian of the year now? All his appearances so far are forgettable and he's always a pawn.
He gets an entire dedicated arc where it culminates in a power up through a flashback.
Next arc he gets even more power ups through pseudo-science and finally gets AfO quirk. Now he just shouts, blow things up and regenerates while heroes keep jobbing against him 1 by 1.
