Why does it matter if they are or not? The longer the series goes on, the more inevitable it becomes that characters much more powerful than Boros will appear. Since the plot hinges on a hero that's become too strong and can't be satisfied, plus a vague prophecy of doom, it's natural to introduce greater threats as the story goes on. Even if these two aren't as or more destructive than Boros someone almost certainly will be. It can't be avoided unless ONE and Murata suddenly disappear.
