The stand of Joseph's daughter does nothing other than kill her slowly. It might not have reached its potential due to the weakness of the user but it surely isn't very useful.

If Joseph trained his hamon at all he wouldn't be a senile old man in part 4.

Araki chose not to milk a popular character and instead made a hard decision for the sake of the story. Old Joseph is a realistic character that, while easily recognizable as Joseph Joestar, isn't just a visually aged up version of a 20yo maverick. Since Diamond is Unbreakable is mainly about complicated relationships between children and their fathers, Joseph's decrepitude helps emphasize the distance that Josuke has to overcome in order to bridge the generational divide.
