Why do so many English dubs sound so extremely exaggerated, like the VAs are going out of their way to make it clear that they're acting?

Except I also speak German and French with German being my native language and those dubs seem, not always, but more often than not quite more natural than english. Is it because dubbing everything has a bigger base and longer history in Germany and France or are American Dubbing companies and VAs just lazy?
Voice actor here: it's because VAs just get asked to act as they were dubbing yet another saturday moning cartoon/cartoon network show. American directors still don't get to understand that anime is a somwehat more realistic medium that should be dubbed more like a movie than a cartoon.

Really does depend on the anime what the Japanese voice acting sounds like. Most high school SOL comedy is going to sound like Danny Phantom. Slightly wacky but mostly focusing on clarity and enunciation. Shounen anime is just magnitudes louder. SOL drama probably sounds the closest but they're still unnaturally clear. Also vocabulary for anime since it's for younger demographics is limited. Something seinen will be more complex than shounen but the sentences are still fairly easy to consume.

People think they want more realistic acting when what they really need is cartoon acting just in the right way. No matter how realistic it looks a cartoon should sound sort of like a cartoon or it'll be off. If anything English dubs aren't exaggerated enough. The moe highschooler in a dub sounds like a 30 something grown woman working reception, that's the problem.

Some of the worst differences are "cool" characters
Originals will have guys who actually sound cool, dubs will have guys who sound like whiny voiced teenagers desperately trying to sound cool. Not an anime but the most recent example of a fucking horrific attempt at voicing a cool character is whoever did Azel's voice in devil hand, I know they're a popular dub voice in general.

I'm not sure if this is still the case but in the past a lot of American dubbers were actors who couldn't make it in more "mainstream" things like theater or TV/movie work, so their training isn't really in voice acting (unlike Japanese VAs who have schools dedicated to this sort of thing). Another problem could be how Americans tend to pronounce Japanese words differently from natives. To be fair, that's a thing with most languages, where non-natives say things differently from natives, but if you're familiar with the Japanese voices, hearing the English version can be jarring.

Because it's the same 10 or so voice actors who also plague the cartoon and video game voice acting landscape. There's no room for quality voice acting because they are constantly praised by midwits for their 'great performance'; see the type of people who constantly go on about how Cowboy Bebop's dub is superior even though it still sounds exactly as you described
