In the case with "I Am A Hero" the military couldn't do a thing just because the infection spread too fast and they all got infected alongside with civilian population. They were not killed by the zombies but by the virus.

First, I actually support your claim but the zombies of I am a Hero are not your usual zombies hence is not that accurate, and second at the end of the manga you can see a GOOD portion of the population is fine, of course the whole zombie issue in I am a Hero lasted for just a year I think, enough for prepared and smart people to survive easy.
