I think its Oda being coy. We have 10 people (Luffy + 9 nakama) in the crew right now. A lot of people expect only 1 more because Luffy wanted 10 crew members but everything leads me to believe we'll get 2 more after Jinbe.

Either like you said, an actual earth logia is reserved, or he had the whole fight played out in his head from the start and knew that by the time Zoro gets a hit on him it's over so it would be a waste.
Apart from Monet and Crocodile to an extent we haven't really seen Logia users manipulate their element outside of the df manufactured parts in the area, they usually just shoot projectiles so maybe stone manipulation at that scale is outside of the limits he has set especially for a jobber character?
