What if the 4th user is actually a cultist who's connected to the same quirk cult like the one Destro's Army was formed from? The cult that worshipped the woman who birthed the first person with a quirk as "The Mother". The timeline seems like it could add up considering all that business with Destro happened a long time ago, and how he was originally someone who was trying to take out AFO back in his day. The 4th user could have recieved OFA and then been worshipped for having a powerful quirk by the other cultists. But then maybe he decided to pass it on to the 5th user after realizing that it might've ended up falling into the wrong hands if he didn't get rid of it after Destro started going to extemes with his particular brand of vigilante terrorism?
so All Might's true quirk is redeeming assholes through talk-no-jutsu?
