Most (fodder) ninjas are just the children of peasants who got taught Ninjutsu at School. They don’t have a famous last name and most of the times they don’t know secret/forbidden techniques or have a Kekkei Genkai. These people get stuck between the gennin and chunin level.
Children from elite Ninja clans such as the Uchihas or the Hyugas for example are way stronger than their average peers because they get to learn ninja stuff (secret techniques + kekkei genkai) since they are little kids so they have a considerable advantage. These people will become most of the time the Jounin elite.
Ironically some of the most powerful ninjas of all time (like Minato and Might Guy for example) didn’t have noble ninja clans like the Hyugas, Uchihas or Sarutobis backing them up so they had to work hard as fuck

I think that's a case for a lot of the characters. We simply don't know enough about their clans to know if they're significant because the story is so focused on Konoha. Even within Konoha we don't know much about the Hatake clan and many others. In early Naruto there was a crapload of jounin who we know little about but they were strong enough to make it to jounin level which early on seemed pretty damn weak in retrospect
That's a good point but it's also not clear if those surnames are simply left out or if they actually don't have them. There are many character whose backgrounds we know very little of.
Sakura seems to be from one of those literal who families that don't have any clan ninjutsu which would lead one to believe they aren't a clan focused on the ninja life.
It's not really "big clans", it's more like Otsutsuki bloodline as the only clans that consistently produce S ranks at a far higher proportion than the general population (possibly throw in Sarutobi and Cloud Royal family clan in here too). The lesser clans have kekkei genkai (Nara, Inuzuka, Hozuki etc.) but kekkei genkai ninja are typically fodder-tier. Actually from what we see, literal who people like Kabuto Minato and Jiraiya are more powerful than most clan ninja. So it is ostensibly possible for peasants to be born with Kage+ but not God level power
Sakura has a this symbol on her clothes, though. She might be from a very minor clan.

Namikaze is likely clan, but Minato was probably the most outstanding member of it. Just because a surname didn't get the same exposure as the alien clans or clans will these fancy tricks doesn't mean they AREN'T a clan.

I think the ones that probably aren't clans are those straight up normal people we see walking around. Unless they also do come from clans and they just completely retired from fighting in wars and other conflict.

Even among the Uchihas there were normal people, like Sasuke’s uncles who owned a restaurant. Not everyone is a ninja I guess, either that or they are retired.

100% a retcon. Kishimoto just needed a way to connect to the Senju clan because of that alien reincarnation thing he revealed in the Kage Summit arc and made Naruto's surname belong to a clan who happened to be the cousins of the Senjus.
Naruto being from this clan who had people who were wives of the 1st and 4th Hokage and had such ties that the swirl symbol is shown as Konoha's respect for their alliance makes his entire backstory make no goddamn sense unless everyone in the village was put under a genjutsu to forget everything.

In Shippuden they say most people hated and mistrusted them BUT in original Naruto everyone talks good stuff and praise the Uchihas.
Sasuke was never discriminated because he was an Uchiha, it was quite the opposite. Rock Lee, Sakura, Kakashi, Naruto and people in general knew the Uchiha clan and respect them.
The group of Uchihas that harassed Itachi tell him that they have friends in Anbu so it’s not like they are isolated either. Everyone was disturbed when Itachi murdered the Uchihas, in fact he is considered the second greatest traitor of the village after Orochimaru for this.
