Make it like the chuunin exam and not like the many "exams" in MHA with no stakes or relevance to the plot.
By not making one in the first place.

2) Don't put the story on hold for the tournament, but make the tournament part of the story.

By familiarizing the contestants to the audience or at least the ones that impact the main characters in some way.
Don't make it blatantly obvious who's there to job and who's there to make it to the finals like Dragonball did, don't interrupt them in the middle like Naruto, HxH and the Buu arc, and don't try to hamfistedly sell the "you can't win them all" message through random asspulls fucking the MC over like Pokemon and the 22nd Budokai in Dragonball.

Only show the matches that are relevant and give them some serious stakes, but don't make winning the tournament a necessity for the plot to move forward.

Make a whole anime about one
Keep the backstage scheming to a minimum, or don't interfere with the tournament itself too much. Hate it when it gets interrupted during a fight because of external reasons. Kengan Ashura pulled it off better by inserting the coup chapters during the tournament break.
Readers should be familiar with 60-80% of contestants.
Most of the fights in the chunin exams were shit though
The Sanctuary arc was a gauntlet with a ticking bomb mechanism, not a tournament. The only tournament arc in SS was the galactic tournament, which was interrupted.

He's talking about your knowledge that the story MUST continue, because it's a serialized manga, which means that the protagonist must win the tournament.
I think it's easy to think of workarounds to this, but the danger is real. Even outside of tournaments, when the stakes are too high, you just know that the protagonists cannot fail.
Take notes from World Trigger.
MHA had a plot-relevant reason where they needed to show students off to hero agencies.
That's really not exciting and the stakes were still non-existent given their ages.
