I think it's a mix of sales, marketability and licensing
from the series you mentioned Spy x Family is selling the best in Japan (Volume 5 outsold My Hero Volume 28 opening week and had 5.5 million in circulation at the end of August) so Viz would want to jump on that series especially with the pseudo-Cold War aesthetic and Shuiesha would use the high sales to demand a higher licensing fee
the others haven't hit 50k opening week in Japan yet, so Viz wouldn't be that interested in them nor would Shuiesha want to push them for a Western release
Viz also have access to page view metrics for the series on their site so they can see which ones would be worth the printing cost
