It's either for prosumers that can make use of all that VRAM or for people who want the absolute best and don't care about the price, even if all they're getting is only 15% extra perf. And it's not a rip-off, I wouldn't be surprised if the BOM on 3090 is ~$700 so ~2x margin to cover R&D and profits - pretty standard in the industry.
