The trigger for Elsa to murder people is Subaru returning to the mansion, or a time limit elapsing.
Roswaal wants Subaru to single-mindedly focus on Emilia's success and survival.
The choice Roswaal wants Subaru to make is: take the trial in place of Emilia so that he can bring everyone back to the mansion sooner, so that they have enough fighting power to handle Elsa.
This will create an Emilia that is totally dependent on Subaru and a Subaru who is fine with a useless, childish shell that clings to him because she can't handle anything alone.
