This happens only because writers think their MG is better than actually are, often as a result of poorly adapting the source material and/ or overtroping them
tsunderes in anime are generally a lot more tsun and a lot less developed than in the respective novels/ manga, because that sells more than actual character. for anime originals, why bother making an actually interesting girl when they know the tropes will carry the show anyway?

I think there are three main factors at work
1. When a mangaka starts a romcom or harem, they already have a main girl in mind who will win in the end. This girl is usually the mangaka's favorite as well already so they don't spend as much time selling her to the reader. The author knows her good points or what he believes to be her good points and so doesn't actually work to express them as much.
2. Since the main girl is already pre-selected to win in the end, she can't complete her character arc until the end. In the mean time, other characters are introduced with a strong immediate focus and get stronger progress during the story. With many manga not having a set story plan or ending in mind this leads to the main girl floundering about for most of the manga.
3. As the number of girls in a manga increases, the odds of the best girl winning decreases. Each girl will appeal to someone and so if you have a small cast then the amount of people that favor the girl that wins will be more even than if you have a large amount of girls where each is someone's favorite. Since many of these girls are introduced with stronger pandering vibes so as to get more readership, the odds someone favoring a non-main girl increases.

This type of stuff is fine, if it takes only a few chapters.
Romantic rivals are the lifeblood of romcom drama. In this case, it's kind of distasteful.
