Koby had no bully I suppose you could say Alvida but he seems to have forgotten she exists and Luffy certainly never bullied him. Heck Luffy is showing him respect by taking him seriously whenever they meet. Helmelppo never interacted with Koby until they were both Seaman recruits and Koby was surpassing him even then and has continued to do so

Koby cries at injustice, and usually in the face of death while he's choosing to face it down.

But...Koby is specifically all about standing up to those above him when they do something wrong. He stood up against Alvida, Morgan, Garp's crew, and fucking Akainu.
