Osaragi basically tells Ishigami Tsubame has been looking out for him for the past few months, and to let it happen.

Summary guy again, the chapter does not mention at any point anything in relation to her romantic feelings for him, the entire chapter is focused on how the plan works, and how she set it up, while Osaragi vouches for her, so don't jump to conclusions.
To be fair, wasn't that the exact real Ishigami said he fell for her? He mentions how he noticed she's nice to everyone in general when confessing during Christmas.
