Taijutsu is shit unless it's gentle fist + byakugan. The eight gates is an all or nothing suicide move in a world where all sorts of deceptive and tricky techniques exist which can easily evade or otherwise stall for time until the gate user implodes. Just look at Gaara vs Lee. Lee used both lotuses and it still didn't amount to shit because Gaara used very simple tricks to mitigate damage while Rock Lee fucked himself up.

He used jinchuriki hax to make sand armor. Even in-verse this was seen as somewhat complicated. Taijutsu as a whole is pretty good for your average shinobi with no hax. Gai shit on Kisame twice with 6th and 7th gates taijutsu alone.

That’s not true, that’s just what you wanted to see. Outside of what we were shown if they wanted to have a guy who just used Taijutsu they’d probably have given him something other than the 8 gates. It would have given Lee and Guy a reason to dump more about taijutsu and less the rinnegan and tailed beasts.

Primarily because it's harder to distinguish between different taijutsu styles in manga than it is to come up with new magic stuff. A guy punching or kicking a little bit different than someone else is not as visually distinct (especially not in still images) compared to the difference between say breathing fire or shooting water out of your hands.
But secondarily, punches, kicks and throws just does not scale very well on a power curve visually. A character dodging or blocking a medium strength punch versus a really strong punch looks about the same so you end up either having to need dialogue lines that says "The power of that punch is incredible" or have the character punch through a tree or a rock. You have many more options to make magic look very impressive.

Every Akatsuki had some sort of unique gimmick that made them unique among every other charakter. A Team where a shark guy with a chakra-stealing sword and huge mana pool can be considered as the most generic one.
How could Kishi make a Taijutsu specialist unique and interesting enough to not fall behind?
