Visions from Xenoblade. He gets a 10 second look into the future, and he alone gets to act freely within that time, while the predicted events play out as foretold. As a bonus, no one's aware of what happened within that 10 seconds because Araki loves manufactured suspense until it's time for all the MCs to just "know everything".

It lets Diavolo skip past events and position himself somewhere more advantageous. Even if those events were supposed to be caused by him in the first place, they will still happen when he skips them because they are fated to do so. This is why he's so megalomaniacal and believes himself to be above fate.

Where things get muddle are inconsistencies and vagueness with his ability to affect things within King Crimson's court.

The line is drawn that KC can't change the fate of anyone but Diavolo. So if Epitaph sees Diavolo killing someone its basically like a checkmate, his attack is unstoppable even when he activates KC. But if Epitaph doesn't see Diavolo doing dick to someone after acticating KC Diavolo can't do anything to that person other than confuse them with the "skip"/ moving behind them and waiting for the effect to end
