There are two to the same H-doujin. Chio Fisher is the same gag as Perfectly Perpendicular, which is about a suspiciously Chio-looking and acting loli evading a rapist by doing hardcore parkour. In Apocri (the sniff chapter), there's a flashback image of Manana protecting Chio from a silhouette of a man who looks exactly like the rapist in the H-doujin.
So not only are they references, they also strongly imply Chio IS that loli.
