Because he doesn't do anything out of the ordinary. It's like he read one of those "how to draw manga" books and just copied the layout. Fujimoto is and example of someone who knows what panelling actually is and uses it to strengthen the visual storytelling.

It's been that way for over a decade. People love to shit on Togashi for the words words words meme, but Oda's barely any better. Everyone is always screaming and telling bad jokes.

Pic related is supposed to be one of the "good" spreads of post-TS and you see Luffy repeating almost the exact same sentence twice in a row. Now imagine this problem with spreads that feature a dozen of characters.

People don't really have much problem with early OP's panelling. The scale of the story however really ramped up in the latter years which led to each arc having a fuckload of character all desperatly fighting each other for panel time (that and the armies of fodder), which can be really annoying to read.

Oda used to have decent paneling but once he got big enough it just went to shit.
It's almost as wordy as fucking HxH but without any of the substance.

Most of OP's paneling issues stem from other things and not the paneling itself. It wasn't really bad until the cast got hugely bloated.

The art also devolved because of this. Tons of small characters, way too many unclear lunes, bad balance between black and white on the page. Eary OP looked much clearer, better linework too.

Some user pointed out a while ago that when Oda shows the Scabbards, he tends to show them all at once, even though their reactions are all the same. Fucking hack.
