Naoki Urasawa has a lot of critically acclaimed manga (Monster, 20th Century Boys, Pluto, etc.) Most people would like at least 2 things he's done

Osamu Tezuka made a lot of works which really bolstered the popularity of the medium in Japan

Inoue Takehiko made Slam Dunk and then Real (Vagabond is unfinished and an adaptation so I'm not sure that should count)

Hiroya Oku has 2 hits although I never read his stuff

Writing is a skill, and you can be better or worse at it. This is the execution side of it.
Having a weird mindset or interesting life experience is another side of it. Generally, those mean you have things to say, so even if you flub here and there, readers might forgive it for the novelty. This is the content side of it.
Premise is a weird thing. If you have the other two, even a shit premise can be salvaged, but generally decides how much you can leverage and a good premise can hide your flaws and show off your strengths more than they're really worth. And it's surprisingly powerful, more than writers want to admit, since it's not really reproducible. I think Rowling is kind of a mediocre writer who found the premise ideal for her strengths and weaknesses, and made bank with it. Usually, one-hit wonders are those who luck into their optimal premise, I think, though I'm not sure if it's the only reason for that happening.
So yes, you can, since writing is a skill that depends on the mindset, but some series are just really hard to top for a particular person without additional effort.

It's not just lucky, most of these one-trick ponies are actually very talented. The main issue here is that if you did something right, it's rational to want to replicate whatever made you succeed instead of making something new that may potentially fail.

Kaguya is fine, mouthbreathers just don't understand that if you progress the main couple you have to add new romantic drama with other couples to keep the romcom tension going. If he hadn't progressed Prez and Kaguya all you guys would be screaming about the lack of progress right now. Creators just can't win.
